Use Case Description:

EMOVA extends existing data space infrastructure in Barcelona (Spain) and demonstrates data space interoperability in Genoa (Italy) to produce data-driven services supporting urban mobility and environmental policy. The pilot runs

from August to October 2026, coordinated by Factual Consulting.

European cities are implementing ambitious urban mobility policies, from low-emission zones to freight corridor management, but often lack access to the real-world, cross-domain operational data needed to design and evaluate them. Relevant data is frequently held by commercial providers, public transport operators, or in restricted city

systems across different domains and organisations, and cannot be easily combined without governed infrastructure. EMOVA addresses this challenge differently at each site: in Barcelona, by extending the operational AMB-M3 data space with an extended pilot environment to combine new cross-domain mobility datasets under

governed access; and in Genoa, by demonstrating how an existing open data platform can be connected to European data space standards through a DS4SSCC-compliant connector.
