Motivation:
ransport planning depends on reliable information about how people and vehicles move, yet municipalities often have only a fragmented view of mobility across their networks. Physical traffic sensors provide valuable data but are limited to specific locations, while surveys and manual counts capture only selected periods and can be costly to repeat. These gaps are particularly relevant outside densely monitored urban areas and when mobility extends across municipal or national boundaries.
At the same time, mobile networks generate data that could provide a broader understanding of mobility patterns without requiring new physical monitoring infrastructure. The challenge is to transform this data into privacy-preserving, reliable and practically useful information for public authorities. OmniFlow was initiated to explore this potential and validate how MNO-derived mobility insights can complement conventional traffic data and support real transport-planning needs.
Use Case Description:
The OmniFlow pilot aims to deploy and validate a cross-border mobility data space that enables continuous, privacy-compliant traffic intelligence for smart communities. Its core innovation is a virtual traffic sensor service, which allows municipalities to estimate vehicle flows at any location without installing physical infrastructure. By combining aggregated mobile network operator (MNO) data with existing road sensor data, the pilot creates a scalable, cost-effective data layer for transport planning.
Šiauliai and Jelgava, together with surrounding rural communities, currently face fragmented and limited mobility data, constraining evidence‐based transport planning, public transport optimisation, and infrastructure prioritisation. OmniFlow addresses these challenges by providing a continuous, scalable data layer for urban and
regional mobility, supporting more efficient planning, better service design, and improved traffic management across both urban and underserved areas.
OmniFlow is inherently cross-sectoral and multi-level, connecting stakeholders across public, private, and technical domains: local communities (Šiauliai and Jelgava municipalities (primary pilot sites)), public sector stakeholders (municipal administrations, national road authorities (Via Lietuva, Latvijas Valsts Ceļi), national ministries (transport and digitalisation), private sector and technology providers (WeAreDots, Telcofy, Bite Latvia & Bite Lithuania), innovation and research ecosystem (MC Baltics, transport and ITS associations (TIA, ITS Latvia)). This collaboration
enables cross-sector data sharing between telecommunications and transport infrastructure, creating a new category of public digital service.
Added Value:
OmniFlow brings together telecommunications data, existing transport data and mobility-planning expertise in one cross-border pilot. By combining privacy-preserving, aggregated MNO data with conventional traffic information, the project explores how municipalities can gain a broader and more continuous understanding of mobility patterns, including locations where physical monitoring is limited.
Its added value goes beyond access to new data. OmniFlow will validate the reliability and practical usability of the generated mobility insights, helping determine where and for which planning purposes they can be used with confidence. Testing the approach in Šiauliai and Jelgava and their surrounding areas also provides a basis for assessing its transferability, replication and scale-up to other municipalities and regions.
